IRS Paid Out $5.6 Billion in Bogus Tax Credits under Obama Stimulus plan
The IRS issued $5.6 billion in potentially bogus education tax credits in a single year -- more than a quarter of all education credits claimed by taxpayers, a government watchdog said Tuesday. A new report by the agency's inspector general says the credits were issued to more than 3.6 million taxpayers in 2012. Most of the credits went to students even though the IRS never received a tuition statement from the school. Some students attended schools that weren't eligible for federal funding while others didn't take enough classes to qualify for the tax break. "The IRS still does not have effective processes to identify erroneous claims for education credits," said J. Russell George, Treasury inspector general for tax administration. George said the IRS has taken some steps to better police the credits, but has not addressed all the deficiencies that George's office identified in a 2011 report. In that report, the inspector general said the IRS issued $3.2 billion in potentially bogus education tax credits in 2010. "As a result, taxpayers continue to receive billions of dollars in potentially erroneous education credits," George said. The IRS said stepped up enforcement was largely responsible for a steep drop in credits issued in 2012. The amount of education credits issued dropped from $23.6 billion in 2011 to $19.1 billion in 2012. The IRS said Congress could help by simplifying the education tax credits and by giving the IRS more tools to validate student eligibility. Congress could also help by restoring budget cuts, the agency said. "Since 2010, the IRS budget has been reduced by nearly $1.2 billion and we expect to have 16,000 fewer employees by the end of this fiscal year," said the IRS statement. "We simply do not have enough resources to audit every questionable credit." "It's also important to note the IRS believes the dollar estimates in this report are overstated, and the methodology could be more accurate," the statement said. "Regardless of this, the IRS believes more can be done in this area and will continue working with Congress and (the IG) to make improvements." There are two main education tax credits. The American Opportunity Tax Credit offers up to $2,500 a year to help pay for tuition and other expenses. Students must be in a program that leads to a degree. Students can claim this credit for up to four years. The Lifetime Learning Credit pays 20 percent of tuition and other education expenses, up to a maximum of $2,000. There is no limit on the number years this credit can be taken and students don't have to pursue a degree. Both credits are available only to students attending schools that are eligible to receive federal student aid. President Obama responds to President Obama's jobs plan. Freedomworks Taxpayer March on Washington D.C. 9 12 09 - September 12 2009. The Taxpayer March on Washington (also known as the 9/12 Tea Party) was a Tea Party protest march from Freedom Plaza to the United States Capitol that was held on September 12, 2009, in Washington, D.C. The event coincided with other similar protests organized in various cities across the nation. The protesters rallied against what they consider big government, the dismantling of free market capitalism, abortion, and President Barack Obama's proposals on health care reform, taxation, and federal spending, among other issues. Organizers of the event included the 9-12 Project, FreedomWorks, the National Taxpayers Union, The Heartland Institute, Americans for Tax Reform, Tea Party Patriots, and ResistNet. The event was also promoted by Fox News commentator Glenn Beck as a symbol of what he called "national unity" following the eight-year anniversary of the September 11 attacks. The march is the largest gathering of fiscal conservatives ever held in Washington, D.C., as well as the largest demonstration against President Obama's administration to date. Though many of the signs were close to the original Tea Party message of "Taxed Enough Already," such as "Stop Obama's Spending Spree," some of the handwritten signs carried by protesters included statements such as "Liar Liar Pants on Fire!" and "Hey Obamacare! Hands off my body". Other signs promoted Obama citizenship conspiracy theories, depicted the Obama "Joker" image, and compared Obama to Adolf Hitler. One protester commented that many signs were "expressing concerns about the tax burdens to be carried by "our grandchildren" and other signs he didn't feel were appropriate to repeat". Gene Healy, author and vice president at the libertarian Cato Institute, expressed the opinion that the signs generally focused on opposition to government bailouts, Obama's proposal on health care reform, and the appointment of presidential "czars". Among the speakers at the rally were former House Majority Leader Dick Armey, chairman of FreedomWorks, and a small number of congressional Republicans including Representative Mike Pence, chairman of the House Republican Conference, Representative Tom Price of Georgia, Senator Jim DeMint of South Carolina, and Representative Marsha Blackburn of Tennessee. Pence said that "Americans want health care reform, but they don't want government takeover". On February 17, 2009, Obama signed the American Recovery and Reinvestment Act of 2009, a $787 billion economic stimulus package aimed at helping the economy recover from the deepening worldwide recession. The act includes increased federal spending for health care, infrastructure, education, various tax breaks and incentives, and direct assistance to individuals, which is being distributed over the course of several years. President Barack Obama signs the ARRA into law on February 17, 2009 in Denver, Colorado. Vice President Joe Biden stands behind him. In March, Obama's Treasury Secretary, Timothy Geithner, took further steps to manage the financial crisis, including introducing the Public-Private Investment Program for Legacy Assets, which contains provisions for buying up to $2 trillion in depreciated real estate assets. Obama intervened in the troubled automotive industry in March 2009, renewing loans for General Motors and Chrysler to continue operations while reorganizing. Over the following months the White House set terms for both firms' bankruptcies, including the sale of Chrysler to Italian automaker Fiat and a reorganization of GM giving the U.S. government a temporary 60% equity stake in the company, with the Canadian government shouldering a 12% stake. In June 2009, dissatisfied with the pace of economic stimulus, Obama called on his cabinet to accelerate the investment. He signed into law the Car Allowance Rebate System, known colloquially as "Cash for Clunkers", that had mixed results. The Congressional Budget Office and a broad range of economists credit Obama's stimulus plan for economic growth. The CBO released a report stating that the stimulus bill increased employment by 1--2.1 million while conceding that "It is impossible to determine how many of the reported jobs would have existed in the absence of the stimulus package."Although an April 2010 survey of members of the National Association for Business Economics showed an increase in job creation (over a similar January survey) for the first time in two years, 73% of the 68 respondents believed that the stimulus bill has had no impact on employment.

Obama Agrees to Extend Tax Cuts for 2 Years

It would extend for two years the tax cuts put in place by former president George W. Bush. The tax cuts were to end in January. The compromise extends current income tax rates for all Americans for two years. That includes rates for the richest Americans. The agreement also cuts workers' Social Security taxes by two percentage points. Social Security is retirement insurance paid by almost all American workers and employers. The so-called payroll tax holiday would save a family earning fifty thousand dollars about one thousand dollars a year. For the president, the most important part of the compromise was the extension of aid payments to unemployed Americans for thirteen months. In November, the jobless rate increased by two-tenths of a percent to nine point eight percent. Economists say payments to unemployed people directly help the economy because they spend the money immediately. This has led some experts to call the agreement a stimulus measure meant to improve the economy. President Obama said he accepted the compromise because he wanted to help unemployed Americans.But the president faced strong opposition from his own party. Some Democrats objected to keeping tax cuts for the rich at a time when the government is struggling with deep budget deficits. The extension of the tax cuts for the wealthiest Americans is expected to cost about eighty billion dollars over two years. The deal also includes tax cuts aimed at middle income Americans and businesses.Senate Minority Leader Mitch McConnell said Republicans support the deal. He said it was an important step to take for the American people. Before the agreement, Senate Republicans had threatened to block other measures unless the tax cuts for the richest Americans were extended. Some Democrats were disappointed that President Obama agreed to the compromise. In two thousand eight, he campaigned on the promise that he would continue tax cuts for the middle class. But he proposed to raise income taxes on families reporting two hundred fifty thousand dollars or more in taxable income. Deceptive "Stimulus" Plan
My other videos are much better. This was my 1st one. I know I sound horrible in this video, so no need to be mean and rude and tell me how bad I sound. That's like telling a smoker they need to quit smoking because they stink. Or telling a fat person they are fat. Or an ugly person they're ugly. They already know it without you telling them. Google this: CNBC Analyst: Global Bank, Global Currency Within 15 Years‏ I failed to mention the details of the stimulus plan that will impact hundreds and thousands (perhaps millions?) of elderly. And the fact that this bill will REQUIRE doctors to report and electronically track your medical treatments per a federal system. The Federal Council is modeled after a U.K. board discussed in Daschle's book, "Critical: What We Can Do About the Health-Care Crisis". This board approves or rejects treatments using a formula that divides the cost of the treatment by the number of years the patient is likely to benefit. Treatments for younger patients are more often approved than treatments for diseases that affect the elderly, such as osteoporosis. Medicare now pays for treatments deemed safe and effective. The stimulus bill would change that and apply a cost- effectiveness standard set by the Federal Council (464). In 2006, a U.K. health board decreed that elderly patients with macular degeneration had to wait until they went blind in one eye before they could get a costly new drug to save the other eye. It took almost three years of public protests before the board reversed its decision. The liberals in Congress just won't stop. Now we have learned they are meeting in secret. Ultra liberals in Congress are continuing to pull strings behind the scenes to give billions of dollars in taxpayer money to ACORN. They are working overtime to shove through billions and billions of dollars in wasteful spending to long term liberal special interest projects. They are doing this all under the continued guise of the stimulus package. The price tag is still astonishing. $789 billion might be less than the Senates $838 billion, but its massively more than the $300 billion this bill originally was proposed at, and still tops a trillion dollars when interest is included. There's still $50 million for the National Endowment for the Arts, $600 million to buy cars for government workers, $88 million for ATV and bike trails and so much more waste. And, go to www.StimulusWatch.org to see the wish list of earmarks for cities and counties in your area. It will blow your mind. On January 11, Speaker Pelosi publicly pledged "no pork" when being interviewed by Wolf Blitzer. She promptly broke that pledge when it was convenient to do so. The trillion dollar stimulus bill pushed by Speaker Pelosi and passed overwhelmingly by the House has more pork spending than any bill in history! In fact, the bill (H.R.1) contains so much pork spending that Speaker Pelosi included $227 million simply for oversight of the pork barrel projects included in her stimulus bill. The central bank in its latest report said there was continued growth in the past several weeks, but with "widespread signs" of slowing. Congressional elections are November second. One new survey showed that forty-nine percent of likely voters think Republicans should control Congress. Other polls find that about sixty percent of Americans think the country is going in the wrong direction. President Obama gave a speech near Cleveland, Ohio. He proposed a tax plan for businesses that make capital improvements, like buying new equipment. The president said: "And I'm proposing that all American businesses should be allowed to write off all the investment they do in 2011." He said this will help small businesses upgrade their plants and equipment, and will encourage large corporations to start putting their profits to work.Mr. Obama also proposed to permanently extend a tax credit for research and development.And he offered a plan for "rebuilding and modernizing" America's roads, rails and runways. He said it would create jobs and improve transportation. The plan would cost fifty billion dollars, but he promised it would not add to the budget deficit over time. The president spoke in Milwaukee, Wisconsin. Both speeches were in the Midwest, an area hit hard by the recession. He said almost every Republican in Congress is saying no to his ideas. But retiring Senator George Voinovich of Ohio told the Washington Post that he planned to help push a bill through the Senate. That bill, supported by the president, contains measures to help small businesses. Still, there is disagreement over the future of the tax cuts approved under President George W. Bush. These are set to end this December. President Obama wants to extend the tax cuts only for families that earn less than two hundred fifty thousand dollars a year. Republicans oppose ending the tax cuts for higher earners. They say it would hurt small businesses. Democrats argue that few small businesses earn enough for their taxes to go up. Congress passed a big stimulus bill shortly after the president took office last year. But there is little that his newest proposals could do to help the economy before November. A day after Fed Chairman Ben Bernanke spoke out in favor of a second stimulus to create jobs, which Obama has pushed for months, Obama hammers the point home. OBAMA: And we had some modestly positive news yesterday of the credit market starting to loosen up again and people willing to make loans, but that was just the beginning, not the end, of our work to rebuild our struggling economy. Some of the people on this stage know this better than just about anyone. They're on the front lines dealing with the fallout from eight years of greed on Wall Street and irresponsibility in Washington, and when we spend $10 billion a month in Iraq every month that means less money to fix crumbling roads and bridges here at home. When our president passes tax breaks for multimillionaires, corporations are shipping jobs overseas, that leaves our states without the resources to provide health care and good schools and police and firefighters. Today, 21 states are facing budget shortfalls, including Florida. Governors across America are facing impossible choices. and I'm sure the governors will talk about this, cutting vital services or raising property taxes on families already struggling to stay afloat. Now, let's be clear, the financial crisis that states, businesses and families are facing didn't spring up full-blown overnight. It's been a long time coming. the warning signs have been very clear, but while President Bush and Senator McCain were ready to move heaven and earth to address the crisis on wall street, President Bush has failed so far to address the crisis on main street. Senator McCain has failed to fully acknowledge it. Instead of common sense solutions month after month they have offered little more than willful ignorance, wishful thinking, outdated ideology. In January I called for a stimulus package to provide immediate relief for states along with tax rebates to get money directly to middle class families and a foreclosure prevention homes to help them keep their homes. Yesterday the Chairman of the Federal Reserve Bank, one of the successors, acknowledged we need a stimulus package. Senator McCain, on the other hand, at that time, back in January, insisted that the fundamentals of the economy were strong. AUDIENCE: Boo! OBAMA: No, we don't need that. we just need you to vote.

Did the Economic Stimulus Create Jobs? The United States Economy and Employment (2008)
The Economic Stimulus Act of 2008 (Pub.L. 110--185, 122 Stat. 613, enacted February 13, 2008) was an Act of Congress providing for several kinds of economic stimuli intended to boost the United States economy in 2008 and to avert a recession, or ameliorate economic conditions. The stimulus package was passed by the U.S. House of Representatives on January 29, 2008, and in a slightly different version by the U.S. Senate on February 7, 2008. The Senate version was then approved in the House the same day. It was signed into law on February 13, 2008 by President Bush with the support of both Democratic and Republican lawmakers. The law provides for tax rebates to low- and middle-income U.S. taxpayers, tax incentives to stimulate business investment, and an increase in the limits imposed on mortgages eligible for purchase by government-sponsored enterprises (e.g., Fannie Mae and Freddie Mac). The total cost of this bill was projected at $152 billion for 2008. As 2008 began, economic indicators suggested an increased risk of recession. Federal Reserve Chairman Ben Bernanke testified before Congress that quick action was needed to stimulate the economy through targeted government spending and tax incentives.[10] Congress moved rapidly to pass such legislation. The legislation was designed to stimulate spending by businesses and consumers during 2008. The hope was that the targeted individual tax rebates would boost consumer spending and that targeted tax incentives would boost business spending. Lawmakers raised the limits on conforming mortgages eligible for government insurance and GSE purchase in response to the subprime mortgage crisis. This crisis had resulted in a widespread credit crunch by late 2007. The credit crunch led to a reluctance by lenders to issue so-called jumbo mortgages for the purchase of houses that exceeded the FHA and GSE limits. The United States housing bubble had pushed house prices above those limits in many areas of the country. As interest rates rose for jumbo mortgages, fewer buyers could afford them, and house prices were being forced down toward the limits for conforming mortgages. By raising those limits, lawmakers hoped to slow or halt the decline in house prices, which threatened the financial well-being of homeowners, banks and other financial entities holding jumbo mortgages. The FHA loan limits also went up with the stimulus package on March 6. The loan limit package is called "FHA Forward." One study compared the spending patterns of households that received their stimulus payments early on with the spending of patterns of households who had not yet received their payments. The researchers found that the stimulus checks increased spending for the typical family by 3.5% when the rebate arrived, boosting overall nondurable consumption by 2.4% in the second quarter of 2008.[12] The study concludes that the rebate payments for U.S. households were an effective stimulus method by increasing disposable income despite the predictions of certain economic theories such as the permanent income hypothesis. Taxpayers who filed their returns jointly are not eligible for payment if any of the persons on the tax return filed with an Individual Taxpayer Identification Number (ITIN) instead of a social security number.[4] For example, if a family of five had one parent with an ITIN, no money is payable to any member of the family, including US citizens with valid social security numbers.[14] The rule was added after the Federation for American Immigration Reform (FAIR) lobbied the Senate for the change.[15] The amendment was proposed by Senator John Ensign of Nevada.[16] As a result, many legal resident aliens and overseas military families did not receive any payment. US citizens who did not receive payments included those who filed a joint tax return for 2007 and included an individual taxpayer identification number, or ITIN, on the document. Economic Stimulus | Economic Stimulus Act of 2008 http://economicstimulus.org/economic-stimulus-act-of-2008/ One of the main responses to the financial collapse and Great Recession of 2008 was the American Recovery and Reinvestment Act of 2009 (ARRA), better known as President Obama's stimulus plan. The debate over the law was quite contentious as Republicans, still stung by their defeat during the 2008 election used the new spending in the stimulus law to rally their conservative base. With Democrats in control of the White House and both houses of Congress the Republican opposition was no obstacle so on February 17, 2009, President Obama signed the legislation making it the first major legislation of his administration. Almost immediately the stimulus law became a political lightening rod and both parties developed their positions as far as the stimulus was concerned. Democrats played up the fact that the ARRA was passed to jump start the economy and create jobs and Republicans positioned themselves against the $800 billion added to the national debt and used the stimulus as a rallying cry headed into the 2012 midterms. The primary objective of the ARRA was to save and create jobs immediately at a time when the US economy was losing over 700,000 jobs per month. A secondary goal was to invest in programs that had gone unfunded like infrastructure, green energy, health and education. Specifically, the Act included increased spending for infrastructure projects, education, health, and energy. It also included federal tax incentives, an expansion of unemployment benefits and other social welfare programs. Since we are talking about Congress the Act also included many spending programs that were more long term and had very little to do with immediate jobs growth. The ARRA was based on the Keynesian economic principles that most Democrats subscribe to. This economic philosophy says that in times of recession or other economic peril it is the governments job to spend money to make up for the lack of spending in the private sector. When the government does this the increased federal spending keeps the economy going until the private sector can get back on its feet. The philosophy even goes as far as saying that the government should make work with the famous story that the government should hire workers to dig a hole and then hire them to fill it up again just to generate economic activity. Some very liberal economists actually complained that the Act was not Keynesian enough and didn't spend enough money to make a difference. When the bill passed Congress and was signed by the President it immediately went into effect. The cost of the Act included both new spending and the cost of tax cuts and breaks. On the spending side, the Act cost roughly $550 billion with most of the money going to new infrastructure (what President Obama called "shovel-ready" jobs), aid to low income individuals and the unemployed. Education spending including the No Child Left Behind program, energy incentives like subsidizes for homeowners who weatherized their homes and healthcare, especially an infusion of money into the COBRA program for unemployed Americans. On the tax side there were numerous new tax credits, a $250 payout to Social Security recipients, expanded earned income tax credits, college tuitions credits, homebuyer credits, home energy credits and expanded child credits. The total cost of the tax adjustments was roughly $250 billion. The long term impact of the stimulus is hard to determine. The President argues it saved the country from another Great Depression while Republicans argue it added almost a trillion dollars to the deficit and unemployment still hovers near 8% meaning that if the main goal of the stimulus was to save and create jobs it was a failure. Politically both sides continue to use the stimulus against each other and the fact that it's impact is hard to determine means that both sides have an argument to make.
