UPDATE 3/24: Port Authority Director Jimmy Lyons tells Local 15 News he doesn't expect any ships to be diverted to Alabama as a result of the oil spill in Texas. PREVIOUS STORY MOBILE, Ala. (WPMI) Local, state and federal agencies are scrambling to assist in the oil spill in Texas, including relief trucks from Mobile. On Saturday, a barge carrying thousands of gallons of heavy crude oil collided with a ship in Galveston Bay. The collision resulted in what officials are now calling a 'significant' spill of fuel into the waters. "Given the nature of the collision, containment was never a possibility in this case," said Coast Guard Capt. Brian Penoyer to NBC News. Adding to the relief fleet, the Coast Guard Gulf Strike Team in Mobile responded almost immediately. Two members dispatched Sunday afternoon with a command center and another five already in route. "They're going out to provide assistance to the local coast guard unit, on cleanup techniques, short line assessments, as well as vessel savage response capabilities," said Kevin Lynn, Commanding Officer of the Coast Guard Gulf Strike Team,"our primary focus right now is to make sure that the responders and the public are safe during the response, we're also working to minimize any of the environmental threats such as impact to the wildlife or impacts to the coastal habitats." The oil spill from the Gulf of Mexico is threatening Lolita the orca... the oil, as well as toxic chemicals, is predicted to reach Biscayne Bay by mid-August. Miami Seaquarium operates on an open filtration system, which means they pump water straight out of the bay into her tank. Any contact with her sensitive skin will be fatal. Arthur Hertz himself has said that they need more money to build a closed-filtration system, however there is simply not enough time. Their current system is inadequate and dilapidated, and will most certainly be the death of all the animals if the oil reaches Florida. We can't let this happen. The Federal EPA has mandated that Spill Prevention Counter Control plans are required to be in place for all facilities that store or handle oil or oil products, and to ensure that these facilities have a Federally approved plan to prevent discharges of harmful materials into waterways of the US. This requirement is applicable to all facilities that store 1320 gallons or more above ground and 42,000 gallons if stored underground. If your facility falls under this category, you need to have the SWPPP as well as a Spill Prevention Counter-Control aka: SPCC plan that must be prepared by a licensed professional engineer. Failure to meet this requirement can result in violations of up to $42,000 per day for non-compliance with the federal regulations as specified under the Clean Water Act. The law states that an "oil storage facility" refers to all containers that store oils at a facility that is at least 55 gallons in volume. The term "container" refers to drums, tanks, and cooling systems, electrical transformers, boilers and or lubricating systems. Containers that fall under these categories are all subject to the spill prevention plan regulations. Tides carried a plume of heavy fuel beneath the Golden Gate Bridge and into the Pacific Ocean. By Thursday afternoon, oil had been sighted as far north as Stinson Beach, about 15 miles (24 kilometres) north of the city, and at least eight beaches in San Francisco and Marin County were closed. About 58,000 gallons (219,545 litres) of oil spilled from a South Korea-bound container ship when it struck a tower supporting the San Francisco-Oakland Bay Bridge in dense fog Wednesday. The accident did not damage the span, but the vessel's hull was gashed, officials said. Coast Guard Captain William Uberti, captain of the Port of San Francisco, described "ribbons of oil just going all over the place," after an aerial survey. City officials said Coast Guard initially under-reported the size of the spill, believed to be the biggest in the bay since 1988. 9-17-2016 GAS SHORTAGE NORTH CAROLINA | MASSIVE PIPELINE LEAK IN ALABAMA North Carolina – A state-of-emergency is now in place after a gas leak from the Colonial pipeline in Shelby County, AL. So far, some 250,000 gallons of gasoline has spilled at the remote area off County Road 91 and Coalmont Road. In addition, more than 500 people are working around the clock to stop the leak, but unfavorable weather conditions have hampered repair efforts. Colonial Pipeline begins in Houston, Texas and ends in Linden, New Jersey, traversing 11 other states along the way. Our system includes 5,500 miles of pipe, services 7 airports directly and provides fuel to multiple Department of Defense installations each day. Colonial has 15 storage tank locations strategically positioned along the pipeline to serve our customer’s needs and connect to more than 260 terminals. (Source: Colonial Pipeline) Overnight, vapors from the leak settled over the rural area, making the site unsafe for workers. Operations to repair resume as the vapors clear out. Because of the disruption, Colonial Pipeline is now saying the restart of the fuel line will happened next week. The Alabama governor issued a state of emergency because the leak is still not fixed after almost a week of when it was discovered. Colonial pipeline says the state of emergency will allow for a waiver to let fuel truck drivers drive for 12 hours. That’s part of contingency plans to help mitigate any disruptions of fuel distribution caused by this leak. Colonial Pipeline says Alabama, Georgia, Tennessee, North Carolina and South Carolina will be the first states impacted by any potential disruption.

A farmer in North Dakota discovered one of the largest crude oil spills ever recorded in the state just “bubbling up out of the ground” while harvesting wheat a few months ago. Farmer Steve Jensen stated that he smelled the crude oil a few days before his combines were covered in it. The oil was “spewing and bubbling six inches high,” he said in an interview with CBS News. The Tesoro Corp’s underground pipeline spilled 20,600 barrels of oil under the farmland. It was four times the size of a pipeline that burst in March of 2013 that forced the evacuation of more than 20 homes in Arkansas. Luckily for the general population of North Dakota, however, the pipeline is in a remote corner in the northwest The nearest home is half a mile away, and there have been no water contamination reports. No animals or people have been injured in the spill. Tesoro Logistics released a statement that the affected portion of the pipeline has been shut down. “Protection and care of the environment are fundamental to our core values, and we deeply regret any impact to the landowner,” Tesoro CEO Greg Goff said in a statement. “We will continue to work tirelessly to fully remediate the release area.” The company estimates it will cost about $4 million for clean up, and that “it is completely contained and under control” due to a natural layer of clay that is 40 feet thick underneath the oil spill site that has kept it from contaminating the water. Eric Haugstad, Tesoro’s Director of Contingency Planning and Emergency Response has said there was a quarter-inch thick hole in the 20-year-old steel pipeline, which runs 35 miles from Tioga to a railroad facility near the Canadian border. The company is investigating possible Wayde Schafer, a North Dakota spokesman for The Sierra Club, said the spill is an example of the lack of oversight in a state that has exploded with oil development in recent years. “We need more inspectors and more transparency,” Schafer said. “Not only is the public not informed, but agencies don’t appear to be aware of what’s going on and that’s not good.” Unfortunately for the farmer, his field will be unable to be used now for multiple years.

Civil defense or civil protection is an effort to protect the citizens of a state from military attack. It uses the principles of emergency operations: prevention, mitigation, preparation, response, or emergency evacuation, and recovery. Programmes of this sort were initially discussed at least as early as the 1920s and were implemented in many countries, but only became widespread in the USA after the threat of nuclear weapons was realized. Since the end of the Cold War, the focus of civil defense has largely shifted from military attack to emergencies and disasters in general. The new concept is described by a number of terms, each of which has its own specific shade of meaning, such as crisis management, emergency management, emergency preparedness, contingency planning, emergency services, and civil protection. In some countries, civil defence is seen as a key part of "total defense". For example in Sweden, the Swedish word totalförsvar refers to the commitment of a wide range of resources of the nation to its defence - including to civil protection.

3 Reasons to Build the Keystone XL Pipeline

Few energy projects have inspired the level of vitriol surrounding the Keystone XL Pipeline, that would run 1,700 miles from Alberta, Canada through the United States to refineries on the Gulf of Mexico. The oil sands of Alberta are estimated to hold 170 billion barrels of petroleum, the largest reservoir of black gold outside of Saudi Arabia. Because the pipeline crosses an international boundary, President Barack Obama has the final say over whether to give the project a green light. Here are three reasons to build the pipeline: 1. The oil isn't going to stay buried. American environmentalists oppose the pipeline partly because they oppose the burning of fossil fuels -- especially those extracted from relatively dirty "oil sands." But if America doesn't build the pipeline, that oil is still going to be processed and enter the environment. It'll just get bought by China and other countries looking for cheap and plentiful energy. And TransCanada, the company behind the pipeline, is already working on contingency plans to do just that. 2. The pipeline isn't a disaster waiting to happen. Opponents say that the proposed route dangerously strays over part of the Ogallala Aquifer in Nebraska, which supplies water for 20 million people. The governor of nebraska has urged president obama to start building. TransCanada has already agreed to redirect the pipeline to minimize hazards. It's also agreed to encase the pipeline in cement and post a $100 million bond to cover any possible cleanups. 3. It will help the economy. Estimates for jobs related to the pipepline run everywhere from 6,000 to a quarter of a million, with TransCanada saying it will hire 15,000 workers to build the thing. The exact figures are unknowable, but once it's up and running, Keystone XL will adds billions of dollars in ongoing economic activity and tax revenues. President Obama has the authority to stop the pipeline if he determines that it's not "in the national interest." Given the potential upsides of the project, the relative ease with which environmental concerns can be addressed, and the president's own commitment to what he calls "an all of the above energy strategy," it's hard to conjure up a strong case against building the Keystone XL pipeline.
