THE PRESIDENT: Good afternoon. Today we reached a critical milestone in our effort to reform our health care system. After many months of thoughtful deliberation, the fifth and final committee responsible for health care reform has passed a proposal that has both Democratic and Republican support. This effort was made possible by the tireless efforts of Chairman Max Baucus and the other members of the Senate Finance Committee. It's a product of vigorous debate and difficult negotiations. After the consideration of hundreds of amendments, it includes ideas from both Democrats and Republicans, which is why it enjoys the support of people from both parties. And I want to particularly thank Senator Olympia Snowe for both the political courage and the seriousness of purpose that she's demonstrated throughout this process. Now, this bill is not perfect and we have a lot of difficult work ahead of us. There are still significant details and disagreements to be worked out over the next several weeks as the five separate bills from the Senate and the House are merged into one proposal. But I do believe the work of the Senate Finance Committee has brought us significantly closer to achieving the core objectives I laid out early in September. Most importantly, this bill goes a long way towards offering security to those who have insurance, and affordable options for those who don't. It reins in some of the worst practices of the insurance industry, like the denial of coverage due to preexisting conditions. It also sets up an insurance exchange that will make coverage affordable for those who don't currently have it. And as the nonpartisan Congressional Budget Office has certified, it will slow the growth of health care costs in the long term and it will not add a penny to our deficit. The committee's progress over the past several weeks is the culmination of work by all five committees and numerous members of Congress over the better part of this year. The Associated Press has reported that on Sunday former President Barack Obama, made his first public comments about the ongoing debate over his signature health care plan. Obama implored members of Congress to demonstrate political courage even if it goes against their party's positions. Obama briefly returned to the spotlight as he accepted the annual John F. Kennedy Profile in Courage Award at JFK's presidential library in Boston. The award is named for a 1957 Pulitzer Prize-winning book by Kennedy that profiled eight U.S. senators who risked their careers by taking principled though unpopular positions. In his approximately 30-minute speech after accepting the award, Obama steered clear of partisan attacks and never mentioned his successor, President Donald Trump, who has often criticized the previous administration and has worked to undo many of Obama's initiatives, including the Affordable Care Act. The former president recalled members of Congress who voted to pass the ACA during his presidency, only to lose their seat in later elections. "They had a chance to insure millions," he said. "But this vote could also cost them their seats, perhaps end their political careers." Obama made no direct reference to Thursday's House vote to dismantle much of the health care law, but declared that while it did not take courage to help the rich and powerful, it does require courage to help the sick and vulnerable. Donald Trump's administration has blocked a health care initiative by Idaho, which would have let the state undermine key Obamacare rules. The process would have allowed Idaho insurers to sell plans that do not comply with regulations are part of the Affordable Care Act as long as the company also sold ACA-compliant plans. Blue Cross of Idaho then announced afterwards it would offer these skinny plans which would have charged sick people more than healthy people. During the fight to pass the Affordable Care Act, progressives pushed hard for a public option. Yet President Obama didn’t seem to be that into the idea. Cenk Uygur, host of The Young Turks, breaks it down. Tell us what you think in the comment section below. “Importance: The Affordable Care Act is the most important health care legislation enacted in the United States since the creation of Medicare and Medicaid in 1965. The law implemented comprehensive reforms designed to improve the accessibility, affordability, and quality of health care. Objectives: To review the factors influencing the decision to pursue health reform, summarize evidence on the effects of the law to date, recommend actions that could improve the health care system, and identify general lessons for public policy from the Affordable Care Act. Evidence: Analysis of publicly available data, data obtained from government agencies, and published research findings. The period examined extends from 1963 to early 2016. Findings: The Affordable Care Act has made significant progress toward solving long-standing challenges facing the US health care system related to access, affordability, and quality of care. Since the Affordable Care Act became law, the uninsured rate has declined by 43%, from 16.0% in 2010 to 9.1% in 2015, primarily because of the law’s reforms. Research has documented accompanying improvements in access to care (for example, an estimated reduction in the share of nonelderly adults unable to afford care of 5.5 percentage points), financial security (for example, an estimated reduction in debts sent to collection of $600-$1000 per person gaining Medicaid coverage), and health (for example, an estimated reduction in the share of nonelderly adults reporting fair or poor health of 3.4 percentage points). The law has also begun the process of transforming health care payment systems, with an estimated 30% of traditional Medicare payments now flowing through alternative payment models like bundled payments or accountable care organizations. These and related reforms have contributed to a sustained period of slow growth in per-enrollee health care spending and improvements in health care quality. Despite this progress, major opportunities to improve the health care system remain. Conclusions and Relevance: Policy makers should build on progress made by the Affordable Care Act by continuing to implement the Health Insurance Marketplaces and delivery system reform, increasing federal financial assistance for Marketplace enrollees, introducing a public plan option in areas lacking individual market competition, and taking actions to reduce prescription drug costs. This was the message from the White House on Thursday --- where there was a slight change in course from President Barack Obama on healthcare as well as a rather explicit acknowledgment about his program's rocky launch. SOUNDBITE: U.S. President Barack Obama saying: "We fumbled the rollout on this healthcare law." And bowing to pressure from within his own party, the president offered a fix to the millions of Americans who have received cancellation notices from their insurers because their plans don't meet the Affordable Care Act's standards. U.S. President Barack Obama saying: "I completely get how upsetting this can be for a lot of Americans particularly after assurances they heard from me that if they had a plan they like, they could keep it and to those Americans, I hear you loud and clear. People who have plans that predate the Affordable Care Act, can keep those plans if they haven't changed. That was already in the law. That's called a Grandfather clause that was already in the law. Today we are going to extend that principle both to people's plans who have changed since the law took effect and people who bought plans since the law took effect." While the White House has agreed to tolerate health plans that don't satisfy Obamacare standards for at least a year -- the decision to renew canceled or existing policies is still in the hands of insurance companies.

There were a few announcements like the health care plan decision and other global events that are being blamed for the turbulence, but as usual the majority of fingers are pointing at Europe as doubt arise as to whether they will actually come up with some meaningful, effective policy initiatives during the summit they have been attending. The NASDAQ, the Dow Jones and the S&P 500 all began the trading day by jumping off a cliff and investors had to watch as prices plummeted, only to have things rebound in the second half of the day. Nevertheless, the major indices in the U.S. all finished down and the majority of the markets in Europe did the same; the Dow Jones, the S&P 500 and the NASDAQ finishing, .20 percent, .21 percent and .90 per cent respectively. Many investors yesterday were waiting in anticipation for the Supreme Court ruling which would decide the fate of the Health Care Plan the Obama administration had put together. In the end the Supreme could upheld the plan and various pharmaceutical stocks and health care management stock were affected accordingly. While some analysts believed the days nose dive in the beginning was due to this announcement it was clear there was more to it than the Supreme Court ruling as pharmaceutical and health stocks only make up around one percent of the major indices. So, all eyes turned to Europe and the summit. The ten thousand summits from the past had managed to come up with little to no policies of any effect and analysts believed that would likely be the case today as well. Big Picture The ruling on Obama care would likely only have affected a small percentage of stocks in the major U.S. indices. It may be that we will see some more downside should the results from Europe be as anticipated.

Will Walgreens and other corporations that formerly backed ObamaCare now reform their ways and help President Trump with his health care reform initiatives? One J.D. discussed it with another J.D. on "Newsmax Prime" on January 27, 2017, as former Rep. J.D. Hayworth interviewed Justin Danhof, director of the Free Enterprise Project at the National Center for Public Policy Research. First Danhof explained the purpose of the Free Enterprise Project: "When you look at the landscape of corporate America, what we often see is large corporations teaming up with the federal government and kind of forming this very big symbiotic relationship. And in this circle, what's missing is very often the voice of the American people. The American people get crowded out; their voice isn't heard. When you have the most powerful government in the history of the world teaming up with large corporations, they're setting the rules." Danhof continued, "What we do is we go in and we try and break that symbiotic wedge and be a voice for the American people, a voice for liberty, a voice for the Constitution, a voice for freedom." "There is no greater example of the power of big corporations in the federal government to team up and crowd out the American people than with ObamaCare. The pharmaceutical industry, the health insurance companies - they weren't on the opposite side of ObamaCare; they were actually helping to craft ObamaCare." "And who got the taxpayer bailouts from Obamacare? The large health insurers. Who got exemptions from the Obamacare mandates? It wasn't the American people; it was politically-connected corporations and unions that got all of the waivers from certain ObamaCare mandates. Again, the American people's voice wasn't being heard." "During the Obama Administration, we tried to hold the feet to the fire of the corporations that promoted and supported ObamaCare. And one of those corporations was in fact Walgreens. Walgreens promoted ObamaCare to customers while at the same time its own employees were dropped from their private healthcare plans because of some of the high compliance costs related to ObamaCare." "What I wanted to do at the Walgreens shareholder meeting yesterday was ask a very simple question: ObamaCare is going to be repealed and replaced. You supported that law. As a company, you promoted that law. A lot of harm befell millions of Americans. If they liked their doctor they couldn't keep their doctor; if they liked their health plan they couldn't keep their health plan." "President Obama and his team deserve plenty of the blame, but they're gone now. These corporations are still here, so I wanted to hear from them, basically on behalf of the American people, whether they're going to reform their ways, seek forgiveness from the American people in a sense, and work with the Trump Administration on repealing and replacing ObamaCare." So what's next? "We're going to follow up" with Walgreens leadership, said Danhof. "He wasn't specific and we need specifics. President Trump and his team want to move fast to repeal and replace ObamaCare. We've got the political will in DC that we haven't had in a very long time for reform that can actually help the American people. And corporations that teamed up to support ObamaCare, they now need to get in on the fix of the problem that they helped create." Colorado Voters Might Replace Obamacare With ColoradoCare

Colorado is considering abandoning the Affordable Care Act in favor of creating a new taxpayer-financed health system that would be available to everyone in the state. The ballot measure goes before voters in November. The plan, dubbed ColoradoCare, does away with deductibles and allows patients to pick doctors without having to consider whether they're in their coverage network. The funding would come from a tax hike on workers and businesses. According to a report from the Colorado Health Institute, the plan would pull in $38 billion in annual revenues if passed. If ColoradoCare were a private company, it would be bigger than major companies like McDonald's and Nike and would rank about 80th on the Fortune 500 list. The proposal has seen heavy opposition from insurance groups, chambers of commerce and conservatives who argue its details are vague and that it would be too costly. If passed, it's estimated about 83 percent of Coloradans would receive coverage under the plan. The rest would be on Medicaid, military benefits or other government programs. Congressman John Boehner filmed the following web video last week in response an analysis by nonpartisan, independent experts at the Centers for Medicare and Medicaid Services (CMS) requested by House Ways & Means Ranking Republican Dave Camp (R-MI) on Speaker Nancy Pelosis (D-CA) health care bill. The report unequivocally shows that Speaker Pelosis bill would raise national health care costs not lower them as the Speaker and House Democrats have asserted by $289 billion if it were enacted. Boehner says: "In the lead up to a vote in Congress on her health care bill, Speaker Pelosi claimed her bill would provide affordability to the middle class, security to our seniors, and responsibility to our children by not adding a dime to the deficit. "On Friday, the Obama Administration released a troubling analysis by independent, non-partisan experts at the Centers for Medicare and Medicaid Services (CMS) showing just how far from the truth Speaker Pelosis claims actually are. "This report once again discredits Democrats assertions that their $1.3 trillion government takeover of health care will lower costs, and it confirms that this bill violates President Obamas promise to bend the cost curve. Its now beyond dispute that their bill will raise costs, which is exactly what the American people dont want. "It is also clear that the $500 billion in Medicare cuts in Speaker Pelosis bill will have a drastic impact on senior citizens. In fact, after reading the CMS study the Washington Post reported that cuts will be so costly to hospitals and nursing homes that they could stop taking Medicare altogether. "It doesnt have to be this way. Democrats should scrap their current proposal and work in a bipartisan way on a plan to lower costs and increase access at a price tag our nation can afford.
