President Xi Outlines Guidelines for 13th Five-Year Plan

Chinese President Xi Jinping on Wednesday said the 13th five-year plan period (2016-2020) will be crucial to China, and governments at all levels should foresee the major trends and plan economic and social development well. Xi made the remarks when meeting with leading officials from six east China provinces and one municipality, namely, Anhui, Fujian, Jiangsu, Jiangxi, Shandong and Zhejiang and Shanghai. This is the last year of the 12th five-year plan and the central government is currently considering guidelines and policy measures for the 13th plan. The world economic environment is still complicated with interwoven opportunities and challenges, while both the times and the trends are favorable for China, there are still key strategic opportunities for China's development, said Xi who is also the general secretary of the ruling Chinese Communist Party Central Committee. China's development prospects are broad, but the country is facing many difficulties and challenges, as well as a tough restructuring of the economy, transformation of growth mode and the need to boost innovations, he said. While mapping out the 13th five-year plan, governments at all levels should face risks and challenges soberly, with better evaluation of difficulties and complexities, Xi said. During the period, breakthroughs should be maintained to achieve economic growth, transform the growth mode, optimize industrial structure, promote innovations, step up agricultural modernization, reform institutional mechanisms, boost coordinated growth, strengthen ecological progresses, safeguard people's living quality and improve support for the poor, Xi stressed. With the changing growth mode and improving quality and efficiency as the center, the economic growth should be promoted by consumption, investment and exports instead of only by investment and exports. China will shift from relying on secondary industries alone to relying on the primary, secondary and tertiary industries, turning away from resource consumption and toward technological progress through innovations, he said. Industrial structure is key to economic competitiveness. Traditional sectors should be transformed efficiently. Informatization and industrialization should be integrated, he said. Among industrialization, informatization, urbanization and agricultural modernization, the weakest link is agriculture. More needs to be done to transform agricultural development and speed up agricultural technology innovations, Xi said. Reform is the ultimate power to cultivate and release market energy and boost sustainable and healthy growth of the economy and society, he said. Coordinated regional growth and green development must be carried out fully. People's quality of life is the be-all and end-all of economic growth and more should be done to tackle problems in education, employment, incomes, social security, healthcare and food safety, the president stressed. Xi was on an inspection tour from Monday to Wednesday in Zhejiang, where he was Party chief from 2002 to 2007. The Communist Party of China (CPC) has decided on the country's course for the next five years, targeting medium-high economic growth, highlighting innovation and abandoning the decades-long one-child policy, as a key meeting concluded on Thursday. The four-day Fifth Plenary Session of the 18th CPC Central Committee adopted proposals for economic and social development in the 13th Five-year Plan (2016-2020). The 13th Five-year Plan, the first under the leadership of President Xi Jinping, came as the world's second largest economy is adjusting to plateauing growth. The economy expanded 6.9 percent year on year in the third quarter of 2015, the lowest reading since the second quarter of 2009, but the economic structure is improving and fresh economic drivers, including the service sector, are rising. The country will underpin development as a top priority, promote quality and efficient development and accelerate the formation of a development pattern that can lead the economy in the "new normal" period, the document said. China will target "medium-high economic growth" in the five years and aim to achieve its economic goal by ensuring more balanced, inclusive and sustainable development. The country will promote greater sophistication in its industrial sector and significantly raise the contribution of consumption to economic growth, according to the communique. The urbanization ratio calculated based on the number of registered residents will also rise at a faster pace, it said. The CPC Central Committee also discussed modernizing agriculture and raising the people's quality of life. It is now targeting bringing all rural people out of the poverty by 2020. Sectors including political theories, science, technology and culture need to be made more innovative, said the communique. The country will also boost the development of the sharing economy and the big data sector, according to the communique. The government will intervene less in price formation, deregulating pricing products and services in competitive sectors, said the communique. The Party reiterated that China continues to open itself up to the world and participate more in global governance and trade "so as to establish a far-ranging community of shared interests." The country will attract more foreign investors by being clearer on the rules that apply to them. The Party has decided on nationwide adoption of the "negative list" model that clearly states sectors and businesses that are off limits to foreign investment. This will help ensure the protection of foreign investors' rights and better allocate their funding. Meanwhile, China keeps promoting the Belt and Road Initiative by enhancing cooperation with countries and regions along the route, and participates in global industrial and equipment manufacturing cooperation, according to the CPC. Hong Kong and Macao will see their role enhanced in promoting the nation's economic development and opening up. Economic cooperation across the Taiwan Strait will also be promoted so as to benefit more common people, youths as well as small and medium enterprises. China will allow all couples to have two children, abandoning its decades-long one-child policy. The change of policy is intended to balance population development and address the challenge of an ageing population, according to the communique. China will extend old-age insurance to its full population and implement the critical illness insurance system in full scale. The nation will also strive to improve the quality of education, pledging to remove high school education tuition for the poor students and provide subsidies for them. The wide-range five-year plan also includes measures to improve the country's soft power and a more exacting environmental protection system. A former vice chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee and head of the United Front Work Department of the CPC Central Committee, Ling was found to have seriously violated political codes of conduct and CPC rules, taking advantage of his posts to seek profits for others and accepting huge bribes. All the former senior officials were felled after graft-busters announced investigations into them amid China's sweeping anti-corruption campaign. The Party leadership also recently released new disciplinary regulations that help the anti-graft drive by listing playing golf and gluttony as violations for the first time. Philippines Increase Military Facilities, Balance China's Domination in the South China Sea, SERAMBINEWS.COM, ZAMBOANGA CITY - Philippine President Rodrigo Duterte has approved a 300 billion peso ($ 5.6 billion) budget to modernize the country's military facilities, the Defense Department affirmed. The confirmation follows his recent recognition that the country is currently unable to defend its territory amid reports of China's (China's) militarization in the South China Sea. Reported by Serambinews.com from Anadolu Agency, the five-year modernization plan, which marks the second phase of the Philippine Reform Armed Forces Modernization Program started under former President Benigno Aquino III, will begin from 2018 to 2022, defense department spokesman Arsenio Andolong said. The government previously spent about 91 billion pesos ($ 1.7 billion) to buy used ships and aircraft during the first phase, called Horizon 1, from 2013 to 2017. "The Second Horizon should be our transition period from internal security operations to territorial defense, so we are in between," Andolong was quoted as saying by GMA News. Under Horizon 2, the country will acquire war equipment for the Army, Air Force, and Navy. Like some launch rocket systems, light tanks, ground mobility equipment, multi-role fighter, radar systems, heavy lifter helicopters, unmanned aerial vehicles, attacks and combat utility helicopters, special missions and long-range patrol aircraft, submarines, amphibians, anti-submarine helicopters and attack aircraft. The final phase, Horizon 3, will run from 2023 to 2028. Andolong said the Department of Defense has yet to meet with the Budget and Management Department to discuss how to fund these projects. Following reports of a recent Chinese aircraft deployment in Paracel Islands in the South China Sea, Secretary of Defense Delfin Lorenzana earlier this month confirmed the Philippine government's stance of not adding to combat power, saying the country is working twice to improve military ability. "It takes time for us to be ready to defend our territory by the way we have to defend it from the beginning, we do not have the ability now," he said. China has budgeted 1.1 trillion yuan ($ 154 billion) for defense spending in 2018. Beijing claims almost all the South China Sea. South East Asian countries Brunei, Malaysia, the Philippines, Taiwan, and Vietnam have overlapping claims in these waters. The Permanent Arbitration Court in The Hague concluded by 2016 that Beijing's claim to a resource-rich marine region has no legal basis in arbitration launched by the Philippines, the "sovereign right" which it says has been violated by China. Gradually the Philippines will improve its military facilities, hilippine President Rodrigo Duterte has approved a 300 billion peso ($5.6 billion) budget to modernize the country’s military facilities, the Department of Defense confirmed Wednesday. The confirmation follows its recent admission that the country is currently incapable of defending its territories amid reports of China’s militarization of the South China Sea. The five-year modernization plan, which marks the second phase of the Revised Armed Forces of the Philippines Modernization Program initiated under former President Benigno Aquino III, will be implemented from 2018 to 2022, said defense department spokesperson Arsenio Andolong. The former administration spent around 91 billion pesos ($1.7 billion) acquiring secondhand ships and planes during the first phase, called Horizon 1, from 2013 to 2017. “Second Horizon is supposed to be our transition period from internal security operations to territorial defense, so we're somewhere in between,” Andolong said as quoted by GMA News. Under Horizon 2, the country will acquire war materiel for its Army, Air Force and Navy such as multiple launch rocket systems, light tanks, ground mobility equipment, multi-role fighter aircraft, radar systems, heavy lift helicopters, unmanned aerial vehicles, attack and combat utility helicopters, special mission and long-range patrol aircraft, submarines, amphibious assault vehicles, anti-submarine helicopters and attack craft. The final phase, Horizon 3, will take place from 2023 to 2028. Andolong said the defense department is yet to meet with the Department of Budget and Management to discuss how to fund these projects. Following reports of Beijing’s recent deployment of long-range bombers in the Paracel islands in the disputed South China Sea, Defense Secretary Delfin Lorenzana early this month justified the Philippine government’s stance of not resorting to war, saying the country is working double time to upgrade its military facilities. "It will take some time for us to be able to be ready to defend our territories the way we should defend it in the first place. We don't have the capabilities now," he said. China has budgeted 1.1 trillion yuan or around $154 billion for defense spending in 2018. Beijing claims almost all of the South China Sea. Southeast Asian Nations Brunei, Malaysia, the Philippines, Taiwan and Vietnam have overlapping claims on the waters. The Permanent Court of Arbitration in The Hague concluded in 2016 that Beijing's claims to areas of the resource-rich sea have no legal basis in an arbitration launched by the Philippines, the “sovereign rights” of which it said China had violated. 2016 Sees Good Jobs Done in Implementing 13th Five Year Plan: NDRC Chief

China's 13th Five-Year Plan (FYP) has now entered its second year. When reviewing the implementation of the FYP in 2016, China's chief development planner has described the year as a year of good jobs done. He Lifeng, minister in charge of the National Development and Reform Commission (NDRC), has made the description on Monday, on the sidelines of the ongoing fifth session of the 12th National People's Congress. "There's a Chinese saying which goes: move to achieve when moving with advanced plans. The 13th Five-Year Plan approved last year is such an advanced plan for the country's move along its path of social and economic development. Over 20 major special sub-plans and more than 100 sector-specific sub-plans were worked out under the leadership of the CPC Central Committee and the State Council. There are also province-level five-year plans. Combined, these are our advanced plans. There are new approaches for working out such plans. We're experimenting with spatial planning, including inter-administative regional planning like the 13th Five-year Plan of the coordinated development of the Beijing-Tianjin-Hebei. These advanced plans have clarified what should be done and when in the five years from 2016 to 2020," said He Lifeng. What is then needed are measures and moves to materialize these advanced plans, according to the minister in charge. "Judging by what we already know of, the implementation of the 13th Five-Year Plan is basically well. Next year, we'll organize a mid-term assessment of the overall implementation of the general plan and sub-plans, to find out what readjustments are needed. Such assessment will spot out the difficulties for timely redressing, so as to facilitate the overall implementation of the five-year plan," said He Lifeng. The Anti-Corruption and Civil Rights Commission announced the measures Wednesday during the second meeting of the Anti-Corruption Policy Consultation Council headed by President Moon Jae-in at the Blue House. "Anti-corruption reform cannot be achieved in just a couple of months. It's a task that we need to focus on throughout our term. And it can only succeed with the support and participation of the people." The plan mainly involves establishing anti-corruption organizations that are monitored by the public, broadening the definition of corruption in the public sector,... and developing a system to ensure that managers in private companies follow the law. It also contains stronger punishments for bribery, influence peddling, embezzlement and malpractice. The commission says that by 2022 it aims to raise Korea's anti-corruption ranking to the world's top 30.
