Does this transition differ from those in recent history? Brian Atwood and Margaret Carpenter, political strategists who served on previous White House and State Department transition teams, will lead the conversation. J. Brian Atwood is a senior fellow at the Watson Institute, professor emeritus at the University of Minnesota’s Hubert H. Humphrey School of Public Affairs, and a non-resident fellow at the Brookings Institution. Atwood led the US Agency for International Development (USAID) during the administration of President William Clinton, serving as its administrator for six-and-a-half years. He earlier led the Clinton-Gore transition team at the State Department in 1992, and was under secretary of state for management prior to his appointment as head of USAID. During the Carter administration, Atwood was assistant secretary of state for Congressional relations. In 2001, Atwood served on UN Secretary General Kofi Annan’s Panel on Peace Operations. He was legislative adviser for foreign and defense policy to Senator Thomas F. Eagleton (D–Mo) (1972 to 1977). Margaret Carpenter has worked on US foreign policy and foreign aid in the US Senate, several Executive Branch agencies and departments, think tanks, and nonprofit organizations in the US and in Asia. Her familiarity with Presidential transitions and personnel issues included serving as a political appointee in the State Department and US Agency for International Development (USAID) in the Carter, Clinton, and Obama administrations. In 1992-3, she worked on the Clinton-Gore Transition Team, helping to identify and vet potential candidates for Presidential appointments in State, USAID, and Peace Corps. After a similar stint in the White House Office of Presidential Personnel in 1993, she was nominated and confirmed by the Senate to be Assistant Administrator of USAID for Asia, a role that USAID Administrator Brian Atwood eventually expanded to include US foreign assistance in the Middle East and North Africa as well. At the request of Secretary of State Hillary Clinton, she returned to State in 2009 as a Senior Advisor on Presidential appointments in State and USAID during the first year of the Obama Administration. Ms. Carpenter has a BA and MA in political science from the University of California, Berkeley, and a Certificate of Political Studies from the Institut d’Etudes Politiques in Paris. She has served on a variety of nonprofit boards, including Amnesty International USA, Global Rights: Partners for Justice, and currently the East-West Center in Honolulu.

Vietnam on Obama Asia Trip 2016 President Barack Obama is scheduled to visit Vietnam next week for the first time in his two-term administration. The trip offers the latest sign of tightening economic and security ties between the U.S. and Vietnam — one of Asia’s fastest growing economies and an increasingly pivotal player in regional politics. Obama will arrive just months after the U.S., Vietnam and 10 other nations signed the Trans-Pacific Partnership, a massive international trade pact designed in part to give American companies more access to Asia-Pacific markets. The president’s trip also comes as Vietnamese leaders seek to improve U.S. relations as a hedge against China’s more assertive foreign policy. . Vietnam, meanwhile, has enjoyed steady economic growth in recent years thanks to a vast expansion in manufacturing and construction, rising domestic demand and a surge in foreign direct investment, including from U.S. investors. The Southeast Asian nation’s gross domestic product rose 6.7 percent last year — its strongest performance in seven years, the Asian Development Bank reported. Vietnam’s Prime Minister Nguyen Xuan Phuc, who was sworn into office in April, is tasked with sustaining that growth over the next five years. Under the Communist Party’s new socioeconomic plan for 2016 to 2020, the nation will target as much as 7 percent average annual expansion over that period. Yet the challenge to meet that target this year has increased during the last few months. The collapse in global crude oil prices shrank the state’s income, while drought and saltwater intrusion battered production of rice and other agricultural staples. The Peterson Institute in Washington recently estimated the American-led trade pact could increase Vietnam’s GDP by 8.1 percent by 2030, making the nation one of the deal’s biggest winners.

Federal judge strikes down Obamacare payments

Republicans won the first round Thursday in a separation of powers battle against President Obama that once again focuses on his most prized achievement: Obamacare. Federal district Judge Rosemary Collyer, a Republican appointee, ruled that the law does not provide for the funds insurers need to make health insurance policies under the program affordable. While the law provides for tax credits, she said, it does not authorize an appropriation for slashing deductibles and copayments. Without those reductions from insurers, many consumers could not afford to buy insurance. "Congress authorized reduced cost-sharing but did not appropriate monies for it," Collyer said in her 38-page ruling. "Congress is the only source for such an appropriation, and no public money can be spent without one." Collyer blocked her own decision from taking effect while awaiting a likely appeal from the administration. Cost-sharing subsidies reduce consumers' insurance payments -- an important feature of the Affordable Care Act, because deductibles are rising. Under the law, subsidies are available to people who earn between 100% and 250% of the federal poverty level. For a family of four, that’s about $24,000 to $61,000. The Commonwealth Fund estimated up to 7 million people might have plans with cost-sharing reductions this year.

On September 15, 2008, China cut its interest rate for the first time since 2002. Indonesia reduced its overnight repo rate, at which commercial banks can borrow overnight funds from the central bank, by two percentage points to 10.25 percent. The Reserve Bank of Australia injected nearly $1.5 billion into the banking system, nearly three times as much as the market's estimated requirement. The Reserve Bank of India added almost $1.32 billion, through a refinance operation, its biggest in at least a month.[210] On November 9, 2008, the Chinese economic stimulus program is a RMB¥ 4 trillion ($586 billion) stimulus package announced by the central government of the People's Republic of China in its biggest move to stop the global financial crisis from hitting the world's second largest economy. A statement on the government's website said the State Council had approved a plan to invest 4 trillion yuan ($586 billion) in infrastructure and social welfare by the end of 2010. The stimulus package will be invested in key areas such as housing, rural infrastructure, transportation, health and education, environment, industry, disaster rebuilding, income-building, tax cuts, and finance. China's export driven economy is starting to feel the impact of the economic slowdown in the United States and Europe, and the government has already cut key interest rates three times in less than two months in a bid to spur economic expansion. On November 28, 2008, the Ministry of Finance of the People's Republic of China and the State Administration of Taxation jointly announced a rise in export tax rebate rates on some labour-intensive goods. These additional tax rebates will take place on December 1, 2008.[211] The stimulus package was welcomed by world leaders and analysts as larger than expected and a sign that by boosting its own economy, China is helping to stabilise the global economy. News of the announcement of the stimulus package sent markets up across the world. However, Marc Faber claimed that he thought China was still in recession on January 16. In Taiwan, the central bank on September 16, 2008, said it would cut its required reserve ratios for the first time in eight years. The central bank added $3.59 billion into the foreign-currency interbank market the same day. Bank of Japan pumped $29.3 billion into the financial system on September 17, 2008, and the Reserve Bank of Australia added $3.45 billion the same day.[212] In developing and emerging economies, responses to the global crisis mainly consisted in low-rates monetary policy (Asia and the Middle East mainly) coupled with the depreciation of the currency against the dollar. There were also stimulus plans in some Asian countries, in the Middle East and in Argentina. RUSSIAN working ON ways to protect its internet due to US online dominance - Com. Minister to RT The US government and a handful of corporations working under US jurisdiction have a disproportionately strong influence on the internet. So other countries are mulling ways to protect their web sectors, the Russian communications minister told RT. “Today, if you have a look at the whole IT global system, you will see that the whole world… is actually totally dominated by a single country and literally by several companies, which have practically monopolized the entire IT system,” Nikolay Nikiforov said. The issue is not only about market shares of tech giants such as Google and Facebook, but also about the US government’s control of critical elements of the internet’s infrastructure, he said. In 2014, the US pledged to hand over control over it from the US Department of Communications to a multi-stakeholder collective, which would include governments, companies, international organizations and individual users. The transition was scheduled to happen in September last year, but was postponed for at least a year. “This didn’t happen for some reason, and many reasons were voiced. I believe them to be pretty far-fetched,” Nikiforov said. “With this prolonged monopolization, many countries in the world are working on technical solutions that would protect national segments of the internet from a possible external destructive action. They are creating backup infrastructures, which respond to a disruption – intentional or accidental – and prevent national segments from being blocked,” he added. The minister said Russia is among the countries heavily investing in the internet and naturally wants to protect this investment. As part of the US-imposed sanctions, several American companies suspended their services in Crimea, which seceded from Ukraine in response to an armed coup in Kiev and rejoined with Russia. Washington called the move illegal and targeted individuals and some sectors of the Russian economy with sanctions. This affected tens of thousands of people, who could no longer properly update the software for their phones, buy apps, use electronic payments for online products and do other basic things. He said Russia and Egypt have agreed to have mobile operators to cut down roaming tariffs, which would benefit Russian tourists visiting the North-African country. “It’s no secret that overpriced roaming is the reason why many travelers simply don’t use their phones abroad. We are trying to make this problem go away for Egypt and Russia,” he said. The agreement indicates that Russia may soon lift restrictions on flights to Egypt, which were imposed after a terrorist bomb last October destroyed a plane carrying Russian tourists home from Egyptian resorts. Franklin Delano Roosevelt(FDR) was president of the United States from 1933 to 45. Other than his human rights and war record, he was an amazing president and some say the first socialist president. I think that's stretching it -- he was more so a liberal than a socialist but his New Deal programs did a lot of good for the average man and woman. However not many know that while he very strongly supported unionization for regular workers -- he opposed collective bargaining/striking/etc for govt employee unions. In 1937 he wrote a letter to Luther Steward -- head of the National Federation of Federal Employees where he explicitly said govt workers should not have the right to unionize. It wasn't until JFK that govt workers on the federal level had a right to collective bargain and unionize. So what's my take? Total unionization rates right now are at 10% in the USA -- and falling. 6% private sector, 4% govt employees. make up that ten percent. There is widespread abuse.
